Rose water has been an incredibly popular perfume, flavoring, handwash, etc. in the greater Middle East for centuries and remains very popular. I don't want to to quite say it's been popular "since time immemorial" but certainly it seems to feature throughout the medieval and modern periods that I'm familiar with.

Did you have some other region mind for its "decline"? Because I don't think I could reasonably say that it has declined.
