Under what circumstances was toilet paper thrown in a separate trash can? With long drop (pit) toilets, urban dunny cans, flush toilet septic tank systems, flush toilet sewered systems, and composting systems the used toilet paper is dropped with the waste. The point about toilet paper is that it biodegrades with the waste.

Are you asking if something re-usable was used before toilet paper?
