Hello, I know that he was the propaganda minister of Germany but I believe that this was not what the masses were told was it? Thanks in advance
It is. He was Minister of Public Enlightenment and Propaganda.
"Propaganda" originally refers to the religious propagation of Catholicism. In the political sense that's most used sense now, it was a fairly new in the 1930s, coming into currency around WWI. It did not yet have the pejorative sense it does now, and Goebbels had no small part in it acquiring that connotation.
In 1933 the term and title would be more akin to "advocacy". "Minister of Advocacy" doesn't sound so as nefarious today, and is probably a decent approximation of how "Minister of Propaganda" sounded to people at that time. (of course there's still a totalitarian streak in having a minister of enlightenment and advocacy too, implying that the regime has the "one true ideology", but the Nazis hardly shied away from that implication)
