Why were the New World's indigenous peoples' technologies advancing at a slower rate than the Old World's prior to contact?

Another semi-related question:

As civilizations develop and cultivate resources, it seems nearly universal that the strongest civilization will attempt to conquer massive areas of land to remain the dominant race at some point. The Native Americans never carried out conquests on the enormous scale that Mongolia, Rome, or China did. Was this due to their technologies or were there environmental obstacles that prevented this from occurring?

There's always room for discussion, but perhaps the section Technology and Civilization in the Americas from our FAQ will answer your inquiry.
