Were Germans or Italians who participated in the Spanish Civil War on the Republican side, such as the XI International Brigade, subject to punishment in their home countries?

Since all foreign participants in the Civil War were volunteers, did the Fascist Italian and German governments prosecute their citizens who volunteered on the side of the anti-Fascist Republicans?
