One thing that Bauman talks about in his seminal work, Modernity and the Holocaust, is that many government workers stayed in the same position they had before, with the exception of course of Jews and other undesirables.
One thing to understand is the important of bureaucracy in the modern nation state and the difficulty of massively changing an existing system. So while there were changes, most famously the Nazis implemented their own systems to compete with the German systems including the SS / SD / SA etc, they also maintained currently existing systems as to avoid total chaos.
One can even see a continuation between the Weimar state and the post War West German state.
What I am trying to get at here is while the system changed at the top, there was a continuation at the middle.
Further, it is now well known that the Germans started to work with the USSR to break the terms of their disarmament, very soon after the end of the Great War. My knowledge of this is mostly from Derek Woods The Narrow Margin: The Battle of Britain and the Rise of Air Power 1930-40 so I can not comment on anything beyond air power but we must see the Nazis policy of ignoring the Treaty of Versailles in the context of a (much much much) more extreme version of what the Weimar government already currently doing.
