I want to assume it's more than just 'these two groups can't play nice' or that both sides wanted full control over the city as if we're on the crusading age... Is it the administrative problems that would arise or did negotiations simply break down?
Hi there,
To answer your question, I think it needs to be a bit more specific. One can gloss over the historical control of the city in the past 100 years (i.e. UN Partition Plan proposal, why that failed, Jordanian control, Israeli control, etc.), or one can focus on particular points (i.e. solely the UN Partition Plan) in more detail to discuss why they didn't result in an international Jerusalem. However, it also seems like you're asking about later negotiation rounds (which is why you're mentioning negotiations breaking down, and administrative problems) that occurred in 2000 and 2008, which would be outside of the scope of this subreddit. Can you please clarify more of what you're looking for?
