What’s going on in the background of this Perugino painting?

This is Perugino’s Delivery of the Keys, part of the Sistine Chapel. It depicts, in the foreground, Jesus delivering the keys to Peter and the apostles, thereby establishing the church. In the back, we’ve got a crowd of people on the right doing... something. Is it a dance? Some sort of religious ritual? Mass tripping and falling? Primitive game of frisbee? Saint Vitus? A few of the figures seem to have haloes, which makes things more confusing.

If you're pointing to the intermediate level of the painting, the figures on the right is the stoning of Christ from John 8:48-59

The figures on the left is "render unto Caesar" from Matthew 17:24-27
