The Wermacht started the war in a far better state than any of its enemies and for the first few years was far superior. However by 1943 heavy losses had forced the Wermacht to rush in untrained reserves to fill in the gaps leading to a massive dip in efficiency. To make things worse Hitler's descision to give the SS priority in men and equipment left many Wermacht formations understrength. So in short yes the Wermacht was the superior force in training and efficiency for the beginning of the war but dips in training and efficiency can be seen as early as 1941 with Hitler's rush to stregthen his army for the invasion of the USSR.
Anyway hope this helps!
