Obviously the people who interacted with him would have known but would the man on the street have known FDR was disabled? Did newspapers report upon it or show photographs of him in his wheelchair? And on a more speculative note, would they have cared? Presumably polio was something they would have been familiar with and would not have carried a stigma.
