Did you mean "Did Altaic people conquer Siberia?". If so i can say yes. You can read about Khanate of Sibir. They were Kipchak Turks. Also there are Turkic people in Siberia today for example Sakha Turks. If you talk about all Asian Russia, it's homeland for Turkic people.
