What’s the story behind the popularity of historical/Classical baby names for minorities in the 19th/20th centuries?

Certain Classical/historical names seem to be especially popular as baby names for minorities — thinking of the popularity of names like Hannibal after Hannibal Barca, as a famous North African historical figure. (Full disclosure, I am also thinking of the very fictional example of Marcus and Lucius Isaacson, two Jewish-American investigators from Caleb’s Carr’s novel The Alienist whose mother is explicitly stated to have named them after characters from Shakespeare.) The idea itself seems pretty straightforward (name your kids after cool famous people, especially cool famous people you feel an ethnic affinity with) and the abstract reasons aren’t really a mystery to me but I want to learn more about this as a way of engaging with history. Are there specific ways to trace this tradition through specific influences like writers/philosophers/etc. or is it just individual parents having the same idea at the same time and setting a trend?
