The goal of razzle was not to conceal but instead to make it difficult to estimate a target's range, speed, and heading. How effective was it at this?
Dazzle camouflage was effective against surface ships, but ineffective against submarines, which tended to use things like the ship's masts and funnels to determine range and heading. I've discussed this here.
