What kind of men ended up being railroad bulls? Was it a sought after job? Was there any kind of regulation or standard to keep them from killing hobos or tramps?

If you are big and you can get paid better than working at a farm, you would take it. You would obviously either need a law certificate, to be paid good, if you didn't have a certificate you wouldn't have been paid as good.

In terms of regulations, it pretty much depended on each country. In the USA, a few of the railroad police would be actual police with certificates, these would be the people that actually arrested the person.
