Hitler is pretty clearly seen as the "villain" of WW2. Did WW1 have a "villain" in the eyes of the world at its close?

Hitler is not universally seen as the "villain" or even primary antagonist of the war; that is a pretty uniquely Western Allies POV.

The Axis didn't think this way, obviously. For the Chinese and Indians, the Japanese were the primary antagonist. For Persia, the Russians. For the Russians, Hitler was the primary enemy but there were no illusions that the USSR wouldn't eventually face off against the Allies.
