A time (and place) in history is a very vast and vague frame of reference. If you have heard this assertion somewhere, could you narrow it down to a jurisdiction and time perioed? Nothing in the sort, from my studies of german, french and continental (western) european legal history comes to mind, though I'll give it another dig if you have a more precise angle for me?
