/u/kieslowskifan and I have previously written answer for this here and the gist of it is that the crime statistics of the Third Reich are not reliable in their nature. Certain crimes went underreported while new crimes were introduced and the ideological nature of crime statistics in the Nazis' self-understanding makes it impossible to give an accurate report on the actual nature of crime in Nazi Germany.
