Was there intent in making a Russian majority in the Soviet Satellite States?

by Kherda0

In vol. 2 of Rowley's "Exploring Russia's Past (1856-present)," he talks about how there were Russian majorities in some of the Satellite States. Did the Soviet government migrate people with the intent of creating these majorities or was it free movement of the citizenery? If this movement was intended, what was the reasoning behind this movement of the population?

Could you explain he context of the Rowley assertion? Because the question does not make much sense on the face of it. Many of the Warsaw Pact states introduced Russian language as mandatory aspects of education, but this was not an initiative to make Germans or Poles into Great Russians. There were population transfers and areas annexed by the USSR such as the Kaliningrad oblast were Russified, but this was a complicated process involving inter-SSR politics and Soviet nationalities policies.
