It's not comprehensive but Scott Sumner wrote a good article on this.
This is really outside my wheelhouse, but I enjoyed reading David Harvey's Brief History of Neoliberalism. He starts out with an overview of more classical European neoliberal theories; then goes into examples like Chile, Mexico and New York where the theories were first "put into practice" (late 70s-early 80s); and from there moves to the US and Britain in the 80s to see how the earlier "expirements " were adapted there. Not sure how this fits with your interest and you probably know it already, but he definitely has a comparative approach and I found it very well written. You might also find further references in it ( I don't have the book with me atm to check the endnotes).
