Wyoming, Utah, Montana and Washington were the first states in the US to grant women the right to vote. Were these states unusually progressive on women's rights? If so, why were they so progressive and if not, why were they the first to grant women the right to vote?

Mainly it happened because those states needed voters. It also happened because all the men were occupied with labor-intensive work like mining, logging, animal husbandry, & things like rural ranch maintenance that kept them away from home for long periods of time.
