These being two of the world's largest cities what was sex (hookup) culture like comparing between the genders and cultures at this time?

This is an incredibly difficult question to answer without narrowing it down a bit. Upper class people? Well, men for one had access to sex from a variety of places, including marriage, prostitutes and brothels, not to mention mistresses. Look at the diaries of Boswell or Mayhew or others to get a sense for this. Men in middle class relationships would be much more limited of course. For women, even working class women, there would not have really been a hookup culture unless of course you're talking about prostitution..which, no.
Things also differed heavily from earlier Victorian era (where cock and hen clubs still existed) versus later Victorian eras.
