Resubmitted due to poor wording of question.
There's partial truth to that but most of it occurred in the 70's.
Hamas wasn't founded until 1987 after the start of the first Intifada, by the Muslim Brotherhood, and openly anti-Israel.
In the 70's Israel was in conflict with the Palestine Liberation Organization (PLO). While the PLO was more secular they were also openly engaged in armed struggle against Israel. So, Israel encouraged the Muslim Brotherhood (of Egypt) to expand influence in to Gaza. At the time, the Muslim Brotherhood was not directly hostile toward Israel, in fact they were fairly peaceful, most of their efforts were only providing humanitarian aid for Palestinians. The Muslim Brotherhood was more religious but because their stance was non-militaristic Israel welcomed their influence to counteract the PLO's more direct aggression.
Come 1987 Hamas was created by the Muslim Brotherhood to participate in the first Intifada (Palestinian revolt against Israel) without directly involving them. The Muslim Brotherhood itself hoped to keep it's primary organization from being a direct target of Israel's. Hamas was founded, essentially, as a military wing even though it is considered it's own organization. Militarization was indeed thought necessary to compete with the other militarized Palestinian Nationalist groups and regarded as a necessity for survival. Unfortunately whether that were true or not, by this point, they had already turned guns on Israel first. This culminated in the early 2000's with the Fatah vs Hamas conflicts following the Israeli withdrawal from Gaza and then a power struggle following an election that Hamas won in 2006; a Palestinian civil war. Incidentally this did temporarily ease direct attacks on Israel but not for long and at the end of the day they simply ended up with a different militant enemy in Gaza.
People often claim that Israel directly backed the militarization and creation of Hamas in order to create a specifically militarized power struggle among Palestinian group, but there is no evidence of this. Given that their first militarized actions were against the state of Israel this seems extremely unlikely too even if "known history" were falsified or mislead somehow.
There are also a lot of conspiracies surrounding Hamas actions during the Palestinian civil war. Most western powers, Arab countries, and Israel seemed to be content to let the Palestinians fight but, on record anyway, they all appeared to support Mahmoud Abbas and the Fatah. This, naturally, still didn't help with tensions as Hamas had won the 2006 elections. Before the election Hamas was already facing open opposition from Israel and the US, and tensions were already high. So when the elections happened and Hamas won the world cracked down on the Palestinian Authority (PA) and essentially worked through the un-elected Fatah directly; bypassing Hamas and the PA.
TLDR: Israel was not directly involved with their founding but did encourage their parent organization's, the Muslim Brotherhood's, expansion in the 70's because (at the time) they were a relatively peaceful alternative to the PLO even if not necessarily friendly. This all came back to kick them in the teeth in 1987 when they created Hamas as a quasi military wing to participate in the first Intifada revolts against Israel.
