Why is it that the ethnic cleansing of Muslim men before the genocide of Srebrenica (1995) is not referred to as a genocide?

At what point do people speak of a genocide? For example: in July of 1995 the Srebrenica genocide of Muslim men took place in Bosnia, but a few years before (1992) 700 Muslim men where tortured and killed in a village just 10km from Srebrenica but people don’t use the word genocide to describe this event. Why is that?

Whilst there is certainly room for more clarification, an older answer here - by a user who has since deleted their profile - explains some aspects of the ICJ decision-making process. The long judgement PDF document they refer to is now here.
