How come Woodrow Wilson didn't use the debt that was owed by France and Britain to the US to complete more of his aims at the Paris Peace Conference?

I'm doing History GCSE and I was wondering how Clemenceau could be so stubborn, couldn't Wilson use the threat of the debts owed to make him less harsh on Germany?

He did. But ultimately debt means little, and what could he do? The USA not about to invade the UK to get some of its debt back.
