Iran did not join the 1973 Arab Oil Embargo against Israel.
The Shah was asked about resentment among Arab neighbors at Iran's delicate economic links to Israel as well as his refusal to participate in the oil embargo.
“I will not accept anyone's pressures, friend or foe,” he said. “Why should there be resentments? They say we are Moslems, but we are Aryans. Iraq—a very good Moslem neighbor—didn't take part in the embargo. Neither did Nigeria nor Indonesia, which is 90 per cent Moslem.”
“There is no ground for resentment,” he said. “I am here to defend the interests of my own country.” https://www.nytimes.com/1973/12/22/archives/shah-of-iran-urges-arabs-to-end-theiroil-embargo-shah-of-iran-urges.html
