So, we have had this question before with answers from /u/boffcheese and myself here and we can not offer a definitive answer. There are a couple of versions out there who was the dissenting vote, including Drexler himself, but I was unable to locate the protocol of that meeting of the NSDAP in the German Bundesarchiv because of the signature switch after re-unification of Germany and so we are even unsure if this anecdote holds up to contemporary records or is something that has only been relayed later.
