The National Digital Library of India has digitized most of the official papers from the three conferences (an account is required here, and these seem to be limited to Indian citizens). Or you can access the NDLI collection at the Internet Archive, which also has most of the papers (put 'first/second/third round table conference' in the search bar). This will also give you the option of downloading the files in different formats like pdf or epub.
