You did not get an answer to this, I suspect, because the question is far too broad. Though there are certainly flash points in European artistic and consumer history where certain trends affected multiple countries at once, it is really a stretch to think that the disparate and unrelated things you mentioned in your post have stories that are at all similar to one another. It'd be a little bit like asking "in what century did art (painting, music, film) start? Every medium has its own story.

I would recommend that you isolate just one of the things you are interested in (the polka, for instance) and ask about the specific history of that tradition. You are likely to get an actual answer if you do that!
