I'm not sure that this can really be answered without specifying the parameters. Maybe not at all. Needed electricity in Oak Ridge, so dams were rushed to completion. How is that cost accounted for? There are huge economic costs from displacing people for the facilities, but countering job gain at the time. When did the project really "end," considering that some of the facilities still exist. Do you factor in the cleanup costs?
