During the Roman Empire was Latin or Greek the language of the well educated elite?

It was both. Latin was the language of the western Roman Empire, including Italy, and Greek was the language of the eastern. A well educated man would know both languages perfectly. For example, I have been reading the Res Gestae of Ammianus Marcellinus, who was born in the east and for whom Greek would have been his first language, but after life as a soldier he retired to Rome and wrote his book there, and so wrote it in Latin.
