I apologize. That was poorly asked. I meant, after the 13th amendment was ratified in the U.S. how was it enforced, especially in southern states? It seems like with the slow pace of communication and the vast numbers of pro-slavery individuals and institutions at that time in certain states it would be very hard to enforce.
