mesopotamia artefact- what is it?

by nomsa007

Hello, I'm looking for help to identify what is the artefact in the pictures and I was advised to post here. It belonged to my grandfather. My grandfather used to translate cuneiform tablets and he participated in several archeological digs, especially in Mari, Syria. I doubt the artefact here is from antique times, but I'm trying to get more info on it. It has 2 holes, one in the animal's snout and one on top of the head of the rider. Does it serve any purpose, is it missing some pieces? Any info would be greatly appreciated! Thanks!

Pictures there (since I couldn't figure how to include them in my post) => mesopotamia artefact

I have also posted the same in r/Mesopotamia and r/whatisit

It looks a lot like a lock I used to have... hard to tell from the pics. I think they were sold to tourists in the Middle East. Mine was inherited from my grandmother.
