Were penal units used by the Soviets in the Winter War or clashes with Japan in the Far East prior to the Second World War? If so, was their usage different to what came later?
I can't recall of ever seeing any mention of penal units used in the Winter War, but will defer to someone who is more knowledgeable about the Soviet military.
