On the battlefield, what type of soldier would be permitted to use a two handed or hand and a half sword?

Most likely a knight or an established man at arms. Swords were major luxury items back in their day that served more as status symbols and they were hardly used in battle when projectile weapons, maces/war hammers, and pole arms were far more effective against an armored mass.

There were also plenty of laws in medieval Europe that forbade the lower classes from wearing double edged swords more suitable for a knight. Those in the lower class still had access to bladed weapons like variations on the falchion and saber, but these weapons would pretty much be blunted to ruin if they tried to chop into solid plate armor or mail.

Longswords and bastard swords could be effective against an armored opponent if the wielder employed the half-swording tactic—but that approach is much more geared toward one-on-one fencing rather than a chaotic battle.
