The Mafia is known for having well organized payoffs to officials- was there some sort of defined pay schedule- police officers get x$, judges get y$? What happened if someone demanded more than they were "due"? Was there someone from the other side who negotiated payments with the Mafia - "I think the police officers should get more"?
To limit the question- I'm interested in the 1940's to 1960's, with a focus on the NYC five families.
