As an addendum to my question above: I made a little mistake. At the time in question, Lucerne was not yet an imperial city. Also I found this link (in German: http://www.hls-dhs-dss.ch/textes/d/D8733.php), which suggests that the city of Lucerne had indeed fire arms in 1382.
