'The Civil War'(Ken Burns) states the the Constitution of the Confederate States was pretty similar to the Union's except, among a couple other things, it outlawed international slave trade. Why?

I would think if one of the tipping points was the future of slavery in new states and eventually in the South, this seems contradictory.
