Followup questions: Is "clown fear" a modern phenomena?

I honestly can't think of any indication of this meme before the early 1990s when Stephen King's "It" became mainstream (was a tv movie adaptation). Shortly thereafter I noticed many references to how creepy clowns were.

Wasn't Gacy a birthday party clown? Were there similar sentiments when he hit the news?
