The area you are referring to is the Kaliningrad Oblast. This territory was part of the area historically known as East Prussia, which was part of the German Empire and later Nazi Germany. Near the end of the Second World War, East Prussia was occupied by the Soviet Union. After the war East Prussia was stripped from Germany and was officially divided between the Soviet Union and Poland. The Kaliningrad Oblast was the Soviet - now Russian - portion of that territory.
