How does the ground level in cities rise over the centuries?

by popcornporncorn

I understand that after wars or great fires the buildings are partially built on the rubble of their predecessors, but how can it be that the ground rises several meters? Garbage and rubble do not seem to me to be a suitable foundation.

Not to discourage further discussion, but this question has come up before, for instance, with this answer by u/kookingpot and this one by u/sunagainstgold.
