It depends, as Russia was the Russian Empire until Tsar Nicholas II was deposed which happened on 15th of March 1917. So if you are asking it for before that date it was the Russian Empire. After Nicholas was deposed it turned into the the Russian Republic before the Bolsheviks took complete power in 1923 and formed the Soviet Union.
