The Achaemenid Empire was an absolute theocracy with what appears (by the records we have) to have been a powerful and effective administrative apparaturs, so on its face the argument is absurd, but without knowing exactly what is being claimed, it's hard for me to conjure up a rebuttal or contextualization.
