In the handful of times I heard the sound you're describing, I couldn't help but think that it sounded like ululation being mimicked by people who don't ululate much/at all.

If this isn't broadening the question too much, my (American) friends have imitated my (South Asian) mother's ululation in that same manner, and I was wondering if anyone knew of any such association?

Although that may be a more strictly linguistic question...
