Can you perhaps be a bit more specific as to who does not refer to these conflicts as a war?

The conflicts between American forces and Native nations usually get labeled as wars by historians (Nez Perce War, Red Cloud's War, Apache Wars, First and Second Seminole Wars etc.), and the US Army even issued an Indian Wars campaign medal for participation in those conflicts occurring after 1865.
