The colours are faded. Its a four colour print map, and the red faded from the green and purple, turning them both blue.

Basically, every colour printed uses a combination of inks, inks which fade over time when exposed to sunlight. Red fades first, and blue fades last (with the other coulours in between), resulting in (after a while) a blue and white map.
