Look up Edward Trudeau. He was a Tuberculosis sufferer himself and built the first lab in the US for the research of Tuberculosis in Saranac Lake, NY. He promoted the idea that “clean air” and rest could cure the disease. This notion was already popular in Europe but he brought it to the US. After he opened his sanatorium in the Adirondacks there was a wave of similar institutions that opened all throughout the country. In a way, his theory made sense. He got people out of overcrowded and often squalid conditions and often brought them to a more sanitary environment. Of course, TB would only be cured in the 1950’s when the right antibiotics came out.
