What did Germans think of Marx when he first created communism?

This question does not make sense because communism (for Marx) is not something to be invented or created.

Here is a quote from Marx of his Notes on Adolph Wagner's “Lehrbuch der politischen Ökonomie” (Second Edition), Volume I, 1879:

  According to Mr. Wagner, Marx's theory of value is the cornerstone of his socialist system” (p. 45).  Since I have never established a “socialist system,” this is a fantasy of Wagner
