Whaling was common internationally as recent as 50 years ago. What led whales from being viewed as a harvestable resource like fish, to now being something to be protected? Why not manage it like we manage other wild game hunts?

Population growth and increasing demand would be my guess. The greenland sapmis, for instance, fish Narwal whales, by traditional methods. And although the narwal is protected they benefit from exceptions given their demand could never threaten narwal populations. Now imagine if the sapmi population gets multiplied by a hundred, then their narwal fishing would certainly become a problem.
