What is the oldest record we have about people dressing “nicely”. When did clothing become something other than protection from the elements?

If you're asking for the oldest known example, rather than the oldest record, you're probably better off trying /r/AskAnthropology since this is going to be well into prehistory. I know that dyed flax fibres have been found dating from over 34,000 years ago, and I think dyeing necessarily goes beyond "protection from the elements".
