Modern day Turkey, particularly Istanbul, is known for the exceptionally large stray cat population, which is often kept fed and comfortable by the local communities. What was the feeling towards stray animals in the Ottoman Empire? Were they fed and taken care of or simply left to rot and scavenge?

Yes, dogs and cats were taken care of during the Ottoman Empire. I've explained about this here: https://www.reddit.com/r/AskHistorians/comments/9u2520/how_were_animals_in_general_regarded_by_the/e91gach
